Nothing new unfortunately. For black folk or anyone else in poor especially urban area's there isn't many jobs available. The few manufacturing or any other blue collar work left are no longer located in urban area's anymore. They have moved to the suburbs. Not easily assessible without a car. Ppl often spend more money getting there via public transportation was than they are getting paid. Of course that's if public transportation is even available. Perfect example is the man in Detroit that had to walk 20+ miles to get to work each way.
Those able to get college degrees in black community have it a little better but they still don't get hired at the same pace as their peers (other college grads).
