My guess is that he has declared himself a non-resident for the time being so that he isn't subject to US income tax.

Wouldn't that be something if it were possible? US citizens owe US Income Tax on their worldwide income no matter where in the world they live -- so I still pay plenty of income tax to the US.

As a citizen, I know I can technically vote -- and I think I would vote as an absentee in New York because that was my last state of residence -- but I haven't really bothered to figure out the rules.
