There is a line of case law from the Supreme Court holding for a narrow reading of the 14th Amendment. There is also an equally long line of those using the 14th Amendment as central to the "Living Constitution." Taken to an extreme either side is wrong, but I do believe that looking at the text of the 15th Amendment which dates from the same time period, the drafters of the 14th Amendment knew of language if they only wanted the 14th Amendment to apply to newly freed slaves. My disagreement with the other extreme is that they read in "rights" that cannot be justified from the text of the Constitution or the contemporaneous writings of its drafters
