I don't believe they did. I understand the premise, but to shut down the entire system? There's no reason most of the underground lines couldn't run. Of course, normal service won't work, and the lines in cuts will have issues, but the underground lines, and even the elevated lines to an extent.I think the whole thing was a cover your ass thing. |
