When the weather forecasters are all predicting something that bad, you have to over-react. What happens when you do not over-react? See December 2010, just after Christmas, when the transit system was paralyzed afterward because many buses were stuck...and often in places that prevented snow plows from plowing streets. The sanitation union got blamed by many out-of-towners, but they real fault was with the MTA. |
