More accurately, the police department investigated itself and decided not to charge itself with any crimes.It's not absurd that different aspects of government can act in opposition— a prosecutor can argue a defendant's guilt while a public defender argues his innocence even though they're both "government" and a government-run oversight agency can investigate a government-run police department without collusion or impropriety. Not that the United States ever actually does those things, but it could. |
