This is a well-known problem with legislation. A bill is proposed. Its supporters say it will do x, y, and z. Then it gets modified in order to attract more votes and the enacted bill no longer does x, y, and z. But there are still videos of the supporters saying that it does.

I was once peripherally associated with a similar situation in a contract negotiation. My employer proposed x, y, and z but the buyer didn't want to pay. So they weren't in the final details. But then a year after signing the buyer started saying, hey, where are x, y, and z?
