Illegal voting has taken place and it is important that measures are enacted to prevent that. However, it is just as bad when those eligible to vote are disenfranchised because they are unable to produce the documentation necessary to obtain the voter ID card. The card itself may be free but if you require documentation that costs money to obtain (even at a reduced rate) it is a poll tax. A rose by any other name is still a rose. From what I have seen in Texas, the number of eligible voters disenfranchised is greater than the number of illegal voters prevented and that does bother me as both situations (illegal voting and disenfranchised legal voters) dilute the vote of legal voters
