You've got it totally backwards. Stuffing the ballot box with extra votes is risky and inefficient— we simply spend money telling citizens to vote for our preferred candidates. Americans are so wonderfully malleable— a few little TV spots and we can control every election from 60 miles outside the country.

If a particular election turns out to be important and the ads aren't working, we can always just make sure one of our agents counts the votes but that's never happened thus far.
