It's not clear that what NY and NJ plan is really a medical quarantine, or if it's more like non-medical isolation. After all, the people being isolated probably don't have ebola. Maybe they are just going to rent out a motel or two.Officials from New York and New Jersey said they were still working out many details, including where people would be quarantined, how the quarantine would be enforced and how they would handle travelers who do not live in either of those states.
