The Canadian oil is in northern Alberta.

Right now it is mainly transported by rail. That favors shorter distances, like to the US.

A pipeline to the Pacific is unlikely because it would have to cross tribal lands, and the tribes aren't giving permission.

A pipeline to the Gulf Coast would allow cheap transport through the widened Panama Canal to China.
