How is raising a terror threat level showing leadership? It does nothing to actually defeat ISIS. Like Dubya's counterterrorism "plans" it's the equivalent of playing not to lose. That is in stark contrast to Obama ordering air strikes to directly attack ISIS.

All the leadership is on this side of the pond.
