There are a number of valid reasons why a store owner would not press charges in such a case that don't necessarily mean no crime took place:1) Legal status of employees 2) Not wanting to be involved with the time/paperwork for what will likely be plead out to a fine 3) Fear of retaliation 4) Wanting to cut the kid a break over a minor crime (while it is a felony, if nobody got hurt as a result of the force used the store owner might not realize it is still a felony) |
