Based on available facts, yes he should. Excessive force was used. He shot the gun after Mr Brown put his hand(s) up and shouted about not having a gun...apparently one arm had taken 4 bullets by that point and he had trouble raising it as a result. The two final shots through his skull are what killed him. There was no reason to fire them. |
