That's right. And the 10 hour "limit" isn't on the meters, it's on the technology that would allow you to prepay. There are no limits.

The whole reason for there being parking meters at all was because of a long standing problem with state employees parking their cars on the street while at work. The state never built enough parking lots and garages for employees and residents got pissed off at not being able to find parking spots near their homes in the daytime.

And so Albany put in meters and a local law that would limit parking to no more than two hours before you had to move your car somewhere else. State employee unions sued, got the law overturned back in the 90's. At the same time, they came up with resident parking stickers for a handful of streets closest to the state office buildings to discourage staties from parking there.

But the limit was never enforced. It's musical chairs in the morning and if a fight over a parking space broke out, the resident with a sticker wins.
