He supposedly has a history of problems...several lawsuits WRT disregard and violation of suspects and innocent people's rights. So said The NYT, whose source is the NYPD.

How and why he got into plain clothes seems beyond reason. Doesn't a cop need to really be above board psychologically to shake the uniform? It may be one thing to the public, but doesn't it also ( or is supposed to) impart a sense of responsibility to its wearer, being an obvious signature of the department and the laws it enforces, which BTW include NO chokeholds. You know, like upholding what it represents. Since the history shows this guy had problems doing that......
