OK then, so we'll accept for the sake of argument that there's this one guy who needs to be killed but he's currently in a mosque.

Which tactic is more likely to minimise civilian casualties?

(a) Send one dude to the mosque to slit his throat or shoot him from a distance when he leaves it, or

(b) Launch a missile at the mosque which is guaranteed to kill everyone inside it.
