No, it's a hard and fast number - death rates - not some perception.

The colors are death rates. The grades are rankings from the Law Center to Prevent Gun Violence based on a point system for aspects of each state's gun laws (background checks, regulation of sales, licensing, concealed/open carry and Stand your Ground laws, etc.). The map is actually 2012; Indiana improved to a D- in 2013.
