Not unusual. When you place a cell call, the cell carrier side of the house picks up the call, and then re-rings once it has identified the nearest tower. It's not unusual to hear a couple of rings, then more rings that sound slightly different before you get your call through.

If no connection can be made, the call should go to voicemail on domestic calls, but if the terminating point is another carrier in another country, it may go differently.
