There are lots of radio transmitters, any one of which can provide information to millions of people simultaneously. Cell towers lack that range. And even then, broadcast radio is a public good, whereby more people with receivers does not in any way diminish access to other people already tuned in. Cell phones don't work that way. Each tower is limited in the number of people who can connect to it simultaneously.
