I guess that depends on the definition of a disaster. Over $600 million for the problematic website plus over $3 billion spent to promote the plan and Less people have gotten insurance than have lost their coverage because of the law. That's in addition to the higher costs and higher deductibles and other broken promises. I call it a disaster.
