While Jesus is a historical figure, Santa is not. Even though Santa Claus is based on an actual historical figure, his modern depiction and legend is so attenuated from that it is just a fictional character that happens to have the same name as a historical figure for literary reasons. A similar example would be the character of John Locke on Lost: Obviously named after philosopher John Locke for valid reasons, but not the same character in any sense. The same can be said for Lost's other philosopher names.

So just as they could have cast a black man to play John Locke instead of a white man and it wouldn't have been much different, they can "cast" a black man to play Santa Claus.
