No. Nobody should.

Even SCOTUS ruled that the criminally insane/intellectually handicapped cannot be put to death. They need to clearly understand what they are charged and convicted of doing.

These days, just about any minority (not limited to state residents or even US citizens) convicted of a capital crime in Texas, Florida and Virginia will see the death penalty imposed. Many are criminally insane or incapable of understanding what is happening to them. However, in Texas in particular, they have no desire to treat these people (including those with limited intellect, incapable of understanding what they are charged with doing) they'd just as soon murder them under the guise of the state.

That's several hundred per year total, the majority from Texas. There is PLENTY of death penalty killing in the US.

The only Federal death penalty was the RW terrorist Oklahoma City bomber. The DC killer was tried and sentenced in VA.
