In Baltimore City the first company to wire the City got a "one and only" franchise which means no other company can wire cable. This was in the late 1980's and 5 other companies until the last got in a "too many" , so Comcast bought it for 5.5 Million, then discovered they had to put 9 Million into it to bring it to their standards. |
