As for fear as a means of maintaining power, that surely is true with respect to paranoia on the government level, e.g. transit photo bans. But it doesn't explain paranoia on the private level, e.g. turnstiles in office building lobbies.Building owners can be afraid too. Of course. But they don't gain anything by exploiting fear, unlike the government. In fact, from a building owner's point of view, the paranoia is costly (the cost of installing and maintaining the turnstiles, plus salaries and benefits for security personnel). My LIRR/NYCT blog |
