Ongoing issue: Why don't buses like B16 show accurate terminal departure times?

This morning, B16 scheduled to leave Bay Ridge: 10:15am, 10:35am, 10:55am, 11:15am.

Here is what happened:

10:15am - never showed up, per bustime
10:35am - bustime showed as "scheduled to depart terminal at 10:35am", but it actually left 10:45am - that was a 50 minute gap in service from the 9:55am that departed
10:55am - never appeared on bustime until after it departed terminal approx 11:00am
11:15am - never appeared on bustime until after it departed terminal approx 11:13am

Why is the bustime app so far off on these buses? If the driver wants to take an extra long break, let the driver "override" bustime with the actual time the bus driver feels like departing the terminal. If a bus doesn't show on bustime as scheduled to depart a terminal, the passenger doesn't know if it will be a dropped run (which happened at 10:15am and happens frequently) or if it will actually show up. Why couldn't the 11:15am bus show as "scheduled to depart at 11:15am" so the passengers would know it wouldn't be a dropped run?

This is a possibility
10:15 run not covered or covered late or BO lost meal and adjusted
later
10:35 BO left terminal late after heavy trip, no leader
10:55 BO logged into farebox after leaving terminal
11:15 BO logged into farebox after leaving terminal
