A rider on Septa this morning said she came from Minneapolis, Mn. She asked the operator why all the buses quit yesterday at Septa with our "snowstorm". The buses in Minnesota run in all kinds of weather.The question is, does Minneapolis, and other cold weather, snowy cities have especial vehicles for the snow? Or do they just put snow chains on ,like New York City???
