Definitely. I think that this is the right approach.

But when you start submitting the rest of your proposals, you should first demonstrate the positive benefits of the S77 to the service planners. This would initially prevent them from forming negative opinions. (Hey, the service planners couldn't form negative opinions regarding my proposals for midtown and downtown Manhattan bus service, but I digress.)

You should worry about the S77 proposal falling apart if and only if the service planners, AFTER they perform a comparative evaluation and community benefit analysis, like what's done in Philadelphia, and reveal the results publically, decide to take a radical stance against the route.

Should this occur, your fallback should be to still have the S54 absorb most of the current S42 at its northern end to St. George. But, in the New Springville area, divert the current S54 via the SI Mall between Rockland Ave and Arthur Kill Rd, continuing along its current routing via Giffords/Nelson to Richmond Ave-Hylan Blvd. In this scenario, the S54 would still be shorter, hence more reliable, than the S78. And, New Springville residents would have a 10-15 minute bus ride to the Seaview Hospital.

But in either scenario, the S52 should still be straightened out to operate down Sand Lane.

BTW, I wish to attend a workshop for this Study. I hope that the workshop(s) won't be on a Tuesday or Saturday, as that I have class on these days.

I will say that, of the S78's mileage, there's more areas where a bus could pick up speed, compared to the S54. The S78 west of Richmond Avenue has very little passenger activity, and wide open roads. (You could even say west of Guyon Avenue, though that would be pushing it)

As opposed to the S54, where you're going to be getting lots of passenger activity from all points north of the Todt Hill Houses. Toss in traffic around Susan Wagner High School, and along that small stretch of Rockland Avenue (between Brielle & Forest Hill), and you can see where the potential for delays comes in.

It can still be done, but there would have to be lots of short-turns sprinkled in (maybe some starting at the SI Mall, and some starting at Castleton & Clove). Maybe make the main route run limited north of Castleton & Clove (just take Castleton-Broadway-Richmond Terrace, and have the short-turns cover the local stops in New Brighton/Cottage Hill). But we'll see how it all pans out.

In any case, I've been informed that the Public Relations person from the MTA will be present at the CB1 meeting on Monday, October 19th at 7:30PM. We're working on trying to get people from Operations Planning to attend. The meeting is at Edgewater Plaza, which is by a triangle at the intersection of Bay, Front, and Edgewater (a few blocks south of the Clifton SIR station, and directly accessible by the S51 route).
