Verrazano Bridge and bus routes

A story on silive.com today (the website for the Advance) explains that a new upper level traffic pattern will begin March 7, 2015, on the Verrazano Bridge. Apparently the entire upper deck will be redone, not just repaved, lane by lane. There is an off-hand remark that express buses will use the lower level, and also a remark that a 7th lane, a bus lane will be added. I find it difficult to imagine how a lane could be added, as there are no walkways to squeeze. Any explanation?

They could make all the lanes narrower.

Both right - there are maintenance walkways being removed, and lanes are being narrowed from 12 ft to 11.25 ft.

Right - metal curbing will be removed. The new lanes will be bus/HOV and connect to the HOV lanes in SI and Bklyn.

Would the local buses be able to use that lane, or only the express buses?

Removal of unused steel curbing on both sides of the upper level will allow contractors to add a new seventh lane to the upper level roadway, which will be used as a Bus/HOV lane that connects to Bus/HOV lanes on the Staten Island and the Gowanus expressways on either side of the bridge. Once completed HOV users will have a seamless, continuous route from Staten Island to the Hugh L. Carey Tunnel in Brooklyn.
“The new Bus/HOV lane on the bridge will be a great benefit to all who use it,” said Verrazano-Narrows Facility Engineer David Riggs. “It is the missing piece of the puzzle that will save people time and improve traffic flow daily.”

Weren't there provisions for a pedestrian walkway when the bridge was built, and weren't they thinking of finally adding one?

Is the HOV lane on the BQE reversed in the evening? I do not understand why it s closed during non-rush hours. It should be open in one direction since traffic is sometimes heavy also during midday and on weekends.
