MTA should have kept these in service as they seem to be short on Artics anyway, didn't realize there was D60s in good enough shape to have a second life elsewhere.

They're all low miles. Phoenix Transit 1999 NABIs have an average of over 600,000 miles. The oldest group of D60LFs is 2003, which have an average of over 325,000 miles.
