NYC Officials Call for Better Transit in the Outer Boroughs

Taxpayers in the Bronx, Brooklyn, Queens and Staten Island are not getting their money's worth when it comes to the city's transit system, elected officials said Tuesday at a City Council hearing held to brainstorm ways to improve transportation in the outer boroughs.

Transit in many neighborhoods is slow or inadequate in spite of the boom in jobs outside Manhattan over the last 10 years that has resulted in more riders commuting to, or between, the outer boroughs, according to Bronx Councilman James Vacca, who leads the council's transportation committee and called for the hearing.

"Things have changed. The economic conditions have changed," Vacca said. "And we haven't adapted as we should."

As more outer borough residents get jobs within their own counties, or in neighboring suburban counties, they're opting to drive — adding more traffic to the city's streets — because taking the subway, bus, or commuter rail takes far too long, or is simply not an option, Vacca said.

"Getting from the East Bronx to Lehman College or to Riverdale is almost impossible — you have to take three buses," he said.

Bruce Schaller, deputy commissioner for traffic and planning at the Department of Transportation, said the city is already making headway by improving its bus service — an outer borough lifeline.

He pointed to the success of the city's Select Bus Service lines, special express buses that have been rolled out on two lines in Manhattan and the Bx12 line along Fordham Road in the Bronx. The city plans to expand the service to Staten Island's Hylan Boulevard, Brooklyn's Nostrand Avenue and Webster Avenue in the Bronx. They are also studying options for a Select Bus Line servicing LaGuardia airport in Queens, Schaller said.

But transportation advocacy groups said the city's plans are not enough to keep up with transit needs outside Manhattan.

David Giles, of the public policy group The Center for an Urban Future, said the city needs to look outside existing transit routes and create new ones.

"We should be looking for ways to connect major outer borough job centers," Giles said.

In a report released last year, for example, the Center for an Urban Future proposed adding a new rapid transit bus line along Main Street in Flushing, Queens, connecting College Point, Flushing and downtown Jamaica. It also proposed extending the B46 line across the Williamsburg Bridge from Brooklyn to connect with the M15 at Allen Street in Manhattan.

"While [Select Bus Service] is a credible program, it's improving existing networks, not creating new links," said Jeffrey Zupan, a senior fellow with the Regional Plan Association, a civic group that proposes the creation of a new commuter rail line it calls Triboro Rx, which would connect Brooklyn, Queens and the Bronx, from Yankee Stadium to Bay Ridge, linking major subway lines along the way.

The plan was first introduced by the Regional Plan Association in the 1990s, but it was revived recently by Manhattan Borough President Scott Stringer, who endorsed it in April as part of his transit plans for the city.

Zupan reminded those at Tuesday's hearings that all the plans in the city will have no traction unless the state figures out a way to create revenue for the MTA.

"None of these ideas, no matter how good, can be implemented without money," he said.

The real problem isn't just funding..its getting the MTA to take ideas and suggestions seriously.
Arrogance doesn't begin to describe them when offered a sound plan of expansion.

The Triboro RX plan was and IS a damn good plan for expansion..but it would take BILLIONS TO BUILD..AND YEARS ON TOP OF YEARS TO COMPLETE dealing with the way the MTACC handles construction projects.

Case in point..the ESA SUNNY SIDE YARD tunnel projects..
Why aren't the 41st avenue tunnels being extended through the yards alongside the LIRR TUNNELS?

WHY are ALL of the subway expansion projects located in MANHATTAN ONLY?
What of the much needed routes in the OTHER BOROS that SBS cant give a "quick fix",like UTICA AVENUE in Brooklyn..South Jamaica in Queens..3rd avenue in the BRONX and a whole slew of other sectors that are lacking transit?++

these question will NEED to be addressed sooner or later.

This discussion is sorely needed, even if I don't agree with some of the specific ideas (a B46-M15 interline would likely be plagued with delays). The focus is still too much on moving people in and out of Manhattan. Obviously the island will remain the city's job center for a long, long time, but efforts should be made to spur targeted job growth and development in satellite areas in the boroughs and connect these with rapid bus service.

I don't think they're trying to interline the B46 and the M15, I think they just want a transfer point between the two.

Triboro Rx really shouldn't take that long. It's simply adding a 2nd track to part of an existing ROW and adding some stations. I can probably go to home depot and do all that.

It doesn't have bus lanes, traffic-signal priority, or off-board fare payment. The bus exists, but it's slow.

I read that as simply extend the B46 to Manhattan to connect with the M15. Not interlining the two, which would certainly be a nightmare.

The B39 was essentially a shuttle route, this would extend the B46 to connect to the M15.

Is there any estimate on the customer demand for a B46-M15 connection? It sounds great in theory but there is significant added expense as well as the possibility of greater delays.

You don't even need an M15-B46 interline. Just send the M15 short-turns that currently end at Pike and Division across the Williamsburg Bridge and have them end at Williamsburg Bridge Plaza. Then there would be better access to the East Side from Brooklyn.

thats the thing..they are suggesting a rapid line on the surface,using the SBS B46/M15..not extending the shorturn locals...

It would create a "Semi-express subway on the street" from Avenue U in Brooklyn to 125th st Manhattan..one hellofa long line..

This is an express bus type routing...using articulated buses.
A good idea..but Id have to worry about the operators..
Would the do round trips..split routes...
whats the "most likey" scenario?
Need to see the details!

The B39 was mainly popular with wheelchair passengers and people who weren't able-bodied (climb up the stairs), especially since Essex Street doesn't have an elevator whereas Marcy Avenue does.

Extending the B46 to Manhattan is not a bad idea, although I always thought it would be the B44 that would go into Manhattan. I'd say that a majority of the DeKalb Avenue short-turns (Flushing Avenue for the B44) would be moved to the Plaza if an extension were to take place.

Just looked at some old geographia Brooklyn street guides from the 1950s and no routing of the B44 across the WB. So maybe it was doen in the trolley days. IIRC Nostrand trolley service ended in 1951.

no..it shouldn't..but if it becomes part of our subway system..and MTACC/MTA has anything to do with it being constructed AND operated..it WILL take years!

Its the cost of doing business with them..
Also..lets be honest here..they are inept..period.

This service would be better off being built AND operated by another contractor..and I stress this..by the CITY OF NEW YORK[since the CITY OWNS the system]..not the MTA/NYS.
