Poll - Who do you think will win the City of Phoenix/Valley Metro contract?

Four manufacturers - New Flyer, NABI, Gillig, and ElDorado National - have made bids for the City of Phoenix/Valley Metro contract. The contract should be awarded by June 1, and includes a total of 200 buses (diesel and LNG), with 40 buses delivered per year.

I would say New Flyer is the most likely, followed by NABI, then ElDorado, and finally Gillig. The reason why I put ElDorado above Gillig is because in 2008, the City of Phoenix actually awarded a contract to ElDorado, but the order got cancelled due to the economy. The City of Phoenix (nor any of the other Valley Metro divisions) has never bought any buses from Gillig directly; all Gilligs that have been operated in the past were contractor-provided buses.

Note that this poll isn't who you WANT to win, but who do you EXPECT to win. I still EXPECT that New Flyer is the most likely, followed by NABI, than ElDorado, and finally Gillig.

My "official" city of Phoenix list shows 14 2008 model buses - which would be 8051-8064. Tempe would start with 8065.

Here are some interesting bits that I found in the requested specification changes by the bidders:
- NABI wants to the City of Phoenix to allow CNG instead of LNG. As expected, the City of Phoenix rejected this change since the Phoenix facilities are not equipped for CNG (only Tempe and RPTA/Mesa have CNG).
- Gillig, as they did when they bid in 2006, wants to move all wheelchair positions forward of the rear door instead having one of them behind it. As in 2006, this specification change was also rejected.

We will see who gets it by June 1.

This was pretty much where things were with the last bid, for which El Dorado prevailed.

Gillig didn't bid in 2008, though.

Update:

Today, I decided to give the contracts director for the City of Phoenix transit division a call. The director told me that only New Flyer has submitted their proposal, which they did on April 5.

So unless NABI, Gillig, or ElDorado submit a proposal at the last minute, it looks like New Flyer is set to win the contract by default.

The Phoenix NABIs aren't bad buses. The D40LFs and D60LFs in the fleet do seem to be better built buses however.

I'm guessing NABI is unwilling to produce LNG buses, while Gillig is unwilling to change the wheelchair locations to requested specs. As for ElDorado, I'm surpised considering they won in 2008.
