MTA plans on giving out free MetroCards to paratransit riders

Access-Ride MetroCards
The MTA plans to give all Access-a-Ride-eligible riders free monthly MetroCards, a cost-cutting initiative that the agency hopes will save it more than $90 million a year by 2015.

The free MetroCards are intended to encourage many of the ill and disabled people who use the paratransit service to take buses and subways whenever possible.

They now pay the equivalent of a MetroCard swipe for a paratransit ride that costs the MTA an average of $66.

Many Access-a-Ride users, who must have some type of mobility disability to be eligible for the service, already use subway and buses in some instances, said Tom Charles, the MTA’s vice president of paratransit.

Officials believe giving those riders, many of whom are elderly and on a fixed income, the MetroCards will shift some 15 percent of paratransit trips to subway or bus rides.

It’s especially crucial to cut costs on the program since the number of paratransit-eligible riders is expected to skyrocket as the population ages.

Most w/c riders I see on the bus rarely pays, so what's the point of giving them a free pass on top of it?

I doubt that. What this sounds like is the paratransit fare is going to double come January 1, 2013 and I would be in favor of that. This will allow people to voluntarily wean themselves off paratransit if they can physically do so. When 80% of passengers do not use wheelchairs, it tells me that a substantial portion of that group can disappear. If the MTA is smart, it would say nothing

why how smart tom charles is. i could have told him from 2003-2008 how many were abusing the system. as a matter of fact i their driver was more disabled than some of them. many had cars they drove or returned in the pm on the transit buse. they liked the idea of a chauffeured ride to work, many of them being the only one on the van.

Not all Access-A-Ride passengers are in a wheelchair. You do have some riders who are elderly and can only walk a block or two to the bus stop, but would prefer Access-A-Ride.

"... many of them being the only one on the van ..." THAT is what the problem is ... too many trips for one or two riders.
They have a system to only provide rides to those who qualify, but then almost anyone can get a disabled parking hanger for their car :-(

If they were smart they would do that.
But they will also have to provide a van to take take a photo & sign them up.
What is the alternative ... say "if you go get a disabled MC, we'll make it a monthly unlimited card" ?
How are they going to stop hords of disabled from signing up for the free MC when they have no intention of using ParaTransit ?

I hope someone involved with this has spent some time planning this.

If they come in the back door, the driver doesn't want to touch their MC, so they are suppose to mail the fare in.

Don't know, but I'd guess that reducing the number of paratransit trips would still be a net savings.

I’m not sure what you’re getting at. If there are disabled people who weren’t attracted before by a door-to-door van trip, why will they suddenly care about a free ride on a subway train or city bus?

The driver is supposed to give them a prepaid envelope addressed to the revenue department (if they have any in the first place.)

If they were using the bus and subway the whole time, and had no intention of using paratransit (they felt they weren't disabled enough or whatever), they'd get a free ride whereas before they were paying 1/2 fare.

Probably not. Most likely they only did rough calculations that if 15% switch, they will be ahead and they figure that is low enough to gamble.

The truth is that using paratransit is such a hassle with the waiting and 24 hour notice that if the trip could be avoided, it is. They wouldn't consider the added delay to buses if it had 15% more wheelchairs. That would just be too much work if it could be done at all.

What they need to do is place some limits on the types of trips. People have used access a ride to go from Tottenville to Empire City Casino in Yonkers for $1.10. That is outrageous and just taking advantage of the system. Everyone thinks it s only used for doctors appointments.

My friend uses access a ride occasionally because he has a problem with stairs and rarely can use the subway. He has no problem using the bus. He woud make out if this were to happen. I think it is a dumb idea because people don't use access a ride because they have a choice.

The entire reason why they switched from cars to vans was to serve multiple passengers with a single van, so why are there so many individual trips?

well here in staten island there are many that go to community resouces on victory. while one van cant handle all several come with one or two passengers. this includes cars,vans and maybe even the new mp1.

I'll bet they saw, from previous trip data, that multiple folks came from same area & went to same destination.
Getting them to make those trips at the same time may be the problem.

Gee ... don't buses run on a schedule ?

You obviously have no idea what paratransit service is, you have no idea why it is required, you have no idea what limits can be placed on it, and you have no idea where it operates. You also have no idea what everyone else thinks about it. And you know what? Surprise, surprise, all of the answers are on the MTA's website. And that's how we know you're wrong about the last point. "Everyone" can't think one thing when the website clearly states something different.

You're just wrong wrong wrong and you don't care. You feel entitled to be spreading your lies, half-truths, and ignorance all over.

You've said absolutely nothing as usual and did not respond to any of the abuses the Post reported on according to the link I provided.

You are talking in circles. You say you are not questioning that riders have used Accss-a-ride from Tottenville to Empire City Casino and at the same time say that I don't know what I'm talking about when I state someone did that. When I said "everyone" I obviously did not mean "everyone". What I meant is that most non-users of the system believe the system is primariiy used for medical and shopping trips, not that some use it for pleasure trips at taxpayer expense. Why sholud he MTA have to pay $50 or $100 so that someone can take a pleasure trip?. I'm not saying we should deny those trips, just let them pay a fair share for what amounts to a taxi service.

You are so delightful to talk to when I feel like relaxing and wasting some time.
