Simple: The private sector. The private sector can't do everything and neither can the MTA. Notice how the Chinatown-Flushing and Chinatown-Sunset Park services use smaller vehicles with more frequent service and obtain a premium over the existing transit system. In an MTA only world, this service would never exist. The B110 would never be operated by the MTA.

New entrants bring new ideas. As long as new entrants have difficulty entering the market, there is no stimulus for change.

Agreed, private carriers know the niche markets better than those trying to serve everyone with their "one size fits all" approach.

Agreed.

The B110 was actually first offered to the MTA. They responded that there was no market for such a service. Don't know if other private companies were approached, but those who wanted the service knew there was a demand and just formed their own company to run it. Today, there are also about three other routes run using small vehicles that all start in Borough Park.

Did you know that when bus routes first started in the 1920s, many such as the B14 bus started as illegal jitney services that received franchises and became legal after several years of illegal operation. There was no city agency that decided where these routes should run or planned them. They just started operating.

Veolia has some has some interesting ideas for NICE Bus service, N6X and N22X/N22L, Restructuring of the N24 and N78/79. Extending the N43 to Hempstead on weekdays. Etc.

I know someone that started a commuter service the same way. He had started two commuter services and the NYSDOT judge let him keep one and allowed him to comply with the paperwork and fight various parties that came to block him WITHOUT interruption. This was back in the 1980s.
