Daily News did a complete turn around from their investigation on fare beating on the Bx12 SBS to watching the fare inspectors do their job. In which there is still a major problem.

You won't find a free ride here ... MTA inspectors keep Bronx's Bx12 fare-beaters in check

The 26-year-old woman rolled the dice - and lost.

She boarded a Bx12 bus in the Bronx last week without first paying the $2.25 fare at a curbside machine. A few stops later, an NYC Transit inspector stepped on, asked riders for receipts - and wrote the woman a $100 ticket for fare-beating.

The Daily News got an inside look at how Transit's Eagle Team of inspectors keep fare evasion in check along the Select Bus Service route in the Bronx - and how they'll soon do the same on Manhattan's East Side.

Some straphangers suspect the system, designed to speed bus travel by having riders pay at the curb, will encourage more rampant fare-beating. Transit officials and Mayor Bloomberg, though, disagree, pointing to their special team of inspectors.

Every day, at least two pairs of inspectors ask riders along the Bx12 line for their receipts. And several times a week, they perform a "surge," stopping a string of buses at a stop and asking every passenger for proof they paid.

Transit officials say fare evasion has dropped on the line since Select Bus Service started, from 13% to 10%, due to the roaming inspectors and the greater threat of fines.

But some estimates put it even lower. From January through May, inspectors checked 17,856 riders during surges and just 668 riders (3.7%) lacked receipts, said Eagle Team Superintendent Robert Diehl.

Inspectors, instructed to use discretion, issued just 341 summonses during the surges. The others received warnings, Diehl said.

"We want people to pay the fare," Diehl said. "It's not to issue as many summonses as you can."

Several riders about to board without a receipt last week were directed by inspectors to a curbside payment machine. Some who lacked receipts but had unlimited-ride MetroCards also were spared a ticket.

In all, just 17 out of 174 riders didn't have receipts. And of those, nine were ticketed.

Fare-evasion enforcement is rare on other buses because the NYPD has higher priorities.

Citywide between January and May, police made 247 bus fare evasion arrests and issued 488 summonses.

The Eagle Team, operating on just one bus route, averages 330 summonses a month.

"I agree with them checking," Janelle Davis, 17, a high school student said. "I don't think it's fair some people pay for the bus and other people sneak on."

...says the student who likely rides for free, lol.

I wonder if after that last article ranting about fare evasion, a P/R department invited them to check out how the fare inspection system actually works.

Doesn't that kind of destroy the time saved by SBS? I was under the impression that these checks are made while the bus is in motion. Is that what they mean here?

They hold the bus for five minutes which is insane. They should check while the bus is moving.

Is 5 minutes an approximation, or does it really take 5 minutes to check everyone, or does the bus wait the 5 minutes even if they are all done checking?

I experienced a "surge" a week or two back when the bus was fairly crowded and the inspections took only a few minutes. When the inspectors are finished, they tell the driver that it is OK to leave. It didn't seem like much of a holdup to me. My only surprise was that the inspectors were not in uniform.

Wow -- Even with my receipt in hand I'd probably ask for ID before showing it!

A few minutes rarely if ever bothers me, but since it is the saving of those few minutes that led MTA to develop SBS. . .well, I'll let you draw your own conclusions.

I emailed NYCTA and asked if employees are required to put their passes in the machine to get a receipt for bus ride.
They said I had to write someone in the Freedom of Information office for the answer. I was just curious as I was with my S/A friend.

I don't think so. Like they said, they'd rather that people pay the fare than ticket them. Increasing the visibility of fare inspectors helps accomplish that.

The inspectors should have portable metrocard readers. IT is a waste of money to have these people go to the machine

Its not that easy to walk around a bus in motion, I would imagine it would be an PITA to do inpections while the bus is moving.

What people go to the machines? Are you talking customers or inspectors? Customers NEED to use the machines to free up time wasted at the farebox. That's one of the foundations of SBS.

What good would portable readers do? The inspectors are NOT conductors, they are enforcement people.

Even employees have to dip and get a receipt. AND to produce said receipt if asked. If not, they will be issued a summons AND a violation for "Failure to comply".

You can't throw the deadbeats off a MOVING bus! LOL

You issue tickets. No need to remove them from the bus. They get off the next stop. Makes perfect sense.

Agreed.

It does not make sense to hold fare paying passengers to check tickets. The inspectors should also have Metrocard/smartcard readers so that unlimited rider customers do not need to get a ticket.

But doesn't having the bus stopped just allow people to get off the bus if they are lucky to be among the last to be checked? Are the doors closed during the checking?
