Yep, those were the first bike racks in Phoenix, and possibly some of the first in the United States. They were installed in 1992. Around 2000, the common "Sportworks" bike rack started replacing these old time bike racks. I believe there are still some buses out there in Phoenix that have these old bike racks, but they are getting replaced (especially on our NABI buses that are getting rehabbed).

I really like the "new" standard bike racks. The old bike racks were made in Arizona (which explains why I have only seen them in Valley Metro service), were low to the ground, and held the bike using velcro that had decayed over the years. Real pain in the ass and I am happy to see them gone.
