Easier for accounting purposes to have separate entities for which there are different funding arrangements. Not strictly necessary--you may recall that routes QM22 and QM24 were both operated directly by TCC even though not funded (initially) by NYC DOT--but easier nonetheless. Additionally, having a separate identity kept the two operations separate and apart from a public perspective, without the reputation and goodwill of one affecting the other. |
