In earlier years it was the Board of Estimate that took the leading role in designing the city's bus routes. The Board did not have absolute control, because it had to design routes for which there would be bus companies submitting submitting competitive proposals, but it could, and did, exercise substantial control. Had private companies continued to this day, such redesign could have been accomplished by the Board of Estimate or its successor.Today, the city council has the role that the Board of Estimate once had, and it would be best if the city council exercised its power--as representatives of the city's citizens--to design the city's bus routes, rather than having the MTA--filled with board members representing the state and the suburbs--doing so on behalf of the city. |
