Tarshis was more of "the man behind the curtain" He was around for the first cable TV franchises, few remember that. But NYC was governed differently, in that era, there was something called the Board of Estimate which had enormous power, the Borough Presidents had 2 votes each, the President of the City Council, Mayor and Comptroller had 4 votes each. The power is now Mayor/City Council. Deals were structured differently. |
