It should be a priority but sometimes it’s not I worked with a person who lived in Staten Island where you virtually need a car to gat anywhere but he didn’t own a car. I ran into him at the Pathmark on Richmond Av and he was loading his groceries into a cab. He explained that because he had male children under 25 in his household, his car insurance would have gone through the roof so he gave up his car and opted for cabs and car services. |
