Transit companies still will need the vehicles they have ordered. No one is expecting a large long term decline in transit use.

Certain individual manufacturing facilities have been closed temporarily to contain the virus, but no one is proposing any long term closures. An assembly line is much less of a threat to spreading the virus than a restaurant, because you work side by side with the same group of people every day.
