Academy's money is directly from New York State. NYCEDC is a pass through to avoid the appearance of a "franchise".The MTA wants guarantees that NYS will continue to pay them this money before taking over the SIM23 & SIM24 and they won't do it until that happens. This is one of the few times that the MTA is being smart on an issue. |
