I can give one good example of NYCT not telling the truth.

The Bronx final plan had two so-called "new" routes. The M125 is the southern/western half of the Bx15 so it's definitely not new (and the M100 won't travel across 125th Street anymore). The Bx25 was once used as a rush hour service to travel directly to Secfion 5 from Allerton Ave, so they really didn't do any favors by bringing this as a "new" because it is traveling the same route.
