They create entire departments to be able to justify a promotion for a favored individual. By some strange coincidence, when that person retires or decides to leave the organization, they decide the Department is no longer needed and it gets dissolved. Even when a favored employee is booted out because he did something upper management did not like, he gets six months to find a job and is given the misterious title of Director, Special Projects.

Good work is seldom rewarded which is why morale is so low. When morale is high, an employee will take the extra step to make a difference, rather than believing it isn't his job. I don't know how many wrong numbers called me over the years, but I always took the few seconds to look up the Department they wanted to give them the correct phone number. Most others would just hang up and say it was the wrong number. Sometimes all it takes is that extra step to make a difference. Employees with low morale do the minimum amount of work.

Don't make waves and just follow orders without questions the best way to move up in the organization. Trying to change it only gets you in trouble with your supervisors. As long as the MTA culture does not change, nothing will improve.

Byford wants to do the correct thing but can't do it alone.
