The correct answer, in each case, is that it depends on the operating environment.

If there is a dense route structure (meaning that walking from one route to a parallel route is not unreasonable): if bus routes would otherwise operate on half-hour (or worse) headway intervals, then best to have fewer routes (i.e., a less dense route) and more frequent service on what remains, but if bus routes would otherwise operate on 20-minute (or better) headway intervals, then best to keep the routes as is. If there is not a dense route structure, then best to keep routes as is (since concentration of service on fewer routes would result in certain areas not having any effective bus service whatsoever).

For overnight service, where travel distances are relatively long, then hourly service may be acceptable, with passengers using timetables to plan their journeys. But where travel distances are relatively short, then hourly service is not very useful, as the bulk of the "travel" time would likely be spent just waiting for the bus (and in many cases, it would be faster to walk to one's destination than to wait for the bus).
