In addition to what I mentioned in my post, yes. Even as early as the 1960s, the TA wanted to get out from under the civil service umbrella which the MTA partially did in the 1980s when it replaced a number of higher level supervisory and semi managerial civil service titles with purely exempt managerial titles. |
