I would guess that they do not have police powers, not counting the feds, they can only be granted by the State of NY in the Criminal Procedure Law. That also creates scenarios for other types of peace officers, some of which have summons and or arrest powers and in many cases can even carry firearms, like a bridge and tunnel officer, or a court officer. There are also plenty of people authorized to issue summons who may not have arrest powers sanitation supervisors and bus dispatchers as an example. The job description for the Eagle Team jobs mentions summons and security, not arrests, so I doubt if they do.
