The proper rule should be that it is the duty of the transit operators to prove that the proof-of-payment receipt had expired (or was otherwise invalid), and not the duty of the passenger to prove that it had not expired (or was otherwise valid). That would alleviate the concern over the lightly-printed validation stamp.When transit operators were private companies, the government generally took a pro-passenger perspective with respect to fare-related matters. With the government now being the transit operator, the policies have largely become anti-passenger. |
