There are a surprisingly large number of non ASP spots around the city. Streets get ASP because the same people who litter complain about the dirt, and mechanical sweeping is the most cost effective method of keeping streets reasonably clean. It is down to a 90 minute stretch now, 1 day a week (for each side) with over 30 days of suspensions on the schedule. People want to own a car, and think they are owed a place to keep it for free.
