That actually ran for two summers but it was a two year demonstration project paid by the federal government. It was before 1986, like between 1980 and 1982 and only on weekends. The people from Gateway were hoping the MTA would make the routes permanent during the summer, maybe even for seven days a week.

Although the routes were successful with the B46 being especially crowded, the MTA refused to pay for it. The pamphlet you found if it's from 1986 was probably was the federal governments way to publicize their plan to try to get public support for it. But the MTA had the final word. Those two routes were chosen to increase accessibility from one middle class and from one low income area to the Gateway National Recreation Area which had just been created in the mid 70s to make the park more accessible. The B9 wasn't needed because the areas it serve already have good access to beaches in Brooklyn. That was why the B46 saw higher usage.
